I just checked Google's terms of service and it doesn't say anywhere that you have to be 18.
You may be thinking of another site.

Yeah but in using it you automatically accept the terms and conditions of it, which constitutes a legally binding contract. If you're not 18, the contract is void so the terms and conditions don't apply. Thats why google put this clause in...

It's not WWW as in "World wide web" it's WWW as in... WWW. So it isn't like "www.newgrounds.com" it's "www.www.com" but they don't force the "www." at the start. It's just a string of 3 letters, which happens to be www.
