Try putting the lights onto separate layers instead of just one. Flash can sometimes be bitchy when multiple movie clips are on one layer.

I thin I do. Now if you have flash 8 or up all you have to do is blur(filters=blur. experiment with all the little options in there.) a movieclip of the background moving in place(make sure the background repeats itself.)

If you don't have a recent version of flash, then you can use gimp or photoshop the blur the background for you.
