Cuz other people's flashes made it past judgement, then recieved the horribly low score they have. A 1.60 is needed to clear judgement.

It basically means that you pull the weight of 5.26 people's votes, compacted and counted as one single vote.

It's not like Tom is unaware of them. But they're technically not breaking any rules. They're just annoying. And a good source of blam points.

Double-posting isn't a huge issue on NG. It is set so you must wait about 60 seconds between each BBS post. And sometimes double posting is needed, like when posters need to edit an error or add something to their previous post. IT'S NOT A BIG DEAL.
