YuGiOh-a semi good anime/manga with no set game
Duelist-The version the states got, bad enough in the japanese version, uses the card game as the main point

here are some warcraft 3 games to draw inspiration from

soldier TD: there are 30 or more races (reduce for a flash version obviously) each with it's own style (speed, splash, poison, etc.), each race has 5 towers (level 1 tower costs 10, 2=50, 3=250= 4=500, 5=750), preset path.

Splatter TD: preset path, enemies keep coming for 20 minutes till the game ends, there are 4 towers, each with splash but different stats from there, tower automatically fire on the spot in front of whre u build them, if there are more than a certain # of enemies in the circle, you lose.

WinterMaul: no path, you make the maze,around 25 races, though the others can be remade for a solo style, 'Maul can only be done in cooperative multiplayer.

to add to my above statement, yes it is illegal for any unaltered-still acknowledged as commercial property ROM to be downloaded, however this law is not often enforced when it comes to dead system games (take, for example, VisualBoyAdvance, a GBA emulator that has not yet been shut down due to the fact that it revives a dead system)

The large portion of whether to download ROM's or not comes down to your own morality code (though lets face it, me, HanCack, and 80% of gamers have/can/would do it anyway), because downloading ROM's is STEALING, no questions, no excuses, no way it's not butter.

what we need are games based off anime that are actually good (Pokemon doesn't count cause it's reverse, and if you think about it you would be playing it right now if the lyrics "I wanna be the very best-" were not burned into your mind), so far the best anime based games out there are dbz budokai (now a dead series thanks to money whoring) and Naruto: Rise of a Ninja (Okami without the brush mixed with 3 button Tekken), which is supposed to be a fighter-rpg who's best point turns out to be running around the place.
