You either transfer or push. If it's at the same registrar as the recievers account then you push, if it's at a different registrar you transfer. Transfering will cost, normally, 1 year of registration fee and will add 1 year.

Honestly, I would actually go with Java or Silverlight for this. It is much more likely that one of these technologies will already have libraries that can be used for audio capture and encoding than flash does.

It probably won't be too hard to find something that already exists, however you could always have something built if you can't. It shouldn't be too hard, use flash to take the user input and save it, then upload it to a server using PHP.

you really don't need a book for html, w3schools and notepad will do you fine. There's very little to learn with HTML.
