Get that annoying blur out of there -- god!
If you want moonbeams then do them by layering different opacities of solid paint colors... although that might be a bit too advanced for you, so I would find a more "stylistic" way to use them. The opacity layered moon beams would work well either, come to think of it, because it would clash with everything else in terms of style.
Just don't ever use filters, get them out of your head. There are few places in which they can actually be used well and you have to know what you are doing with them, otherwise you will just create some really crappy effects.
Anyway, other than that, your background is pretty trippy -- I like it in that way. Lets call it "stylistic" and say I like it for the most part.
