GOD YES. Although we wouldn't have most scientific stuff we have today, including internet, radio, jets, rockets... All developed as military projects, then given to civvies. The purpose of the second amendment is to arm civilians in case the government gets to big and corrupt, so we can rise against them. It has nothing to do with the availability of technology.
