I would first assess the situation. What gun does he have? If he's truly retarded, is it a 1911 with the hammer uncocked? Can I manuever around him and manipulate the safety if it is cocked? Is it a shitty Hi-Point pistol? Do I have a weapon?

They are select-fire weapons, if they're class 3. But civvies can only get semi-auto. But select-fire means Semi/Auto.
