Anyways, as Neo said, there's no actual need for a Flash to have great artwork in order to be good. It is nice if it does, though.

If you take a look at the 50 highest scored Flashes on Newgrounds, most of them actually do have good artwork.
However, there are quite a few with art of relatively low quality. The reason they came in the top 50, is probably because they have great storylines, or are programmed very well. Or even both.

Good artwork doesn't necessarily mean it's a good Flash, though.

OP: Try and catch a copy of MX (2004), I believe you can get that for free, legally. Not sure, though.

FPS averaged at about 45, wouldn't go any lower than 30, 70 FPS at the black area.
LO/TI/HI/ Jumped around A LOT. Most of the time it was high, though.

The MB remained a certain number, only the digits behind the comma changed, then it switched to 10/20 lower.
It looked somewhat like:
