Anyways, as Neo said, there's no actual need for a Flash to have great artwork in order to be good. It is nice if it does, though.
If you take a look at the 50 highest scored Flashes on Newgrounds, most of them actually do have good artwork.
However, there are quite a few with art of relatively low quality. The reason they came in the top 50, is probably because they have great storylines, or are programmed very well. Or even both.
Good artwork doesn't necessarily mean it's a good Flash, though.
Well, first of all, I don't know you at all. So you don't have a bad reputation or anything, I guess.
Second, try and give us a bit more information.
Length of the animation, quality, preferred style, etc.
