This isn't really a collaboration in the newgrounds sense, it's just someone wanting to hire people. In any case post a sample script and the drawings so we have a better idea of your direction.
I assume that you mean how do you convert a video file, correct?
Basically what you wanna do is convert your video file into anyone of the file types below if you downloaded it onto the internet or if it's from your video camera it's probably already one of these files.
Finally to import into flash just go to File>import>import to stage than find the file that you want and double click it.
I can't believe I actually have to tell you this but to import a video file you need a VIDEO FILE! Kinda funny ain't it! You can get video files from just about anywhere.
Well, if you don't finish high school a lot of doors close in terms of careers. Ask yourself do you honestly want to be an Electrician, I mean you can't even spell the name of the occupation! In my opinion truly epic fail.
Thing is the only backgrounds you're going to find on the net are either going to be sprite backgrounds (I.E. from the 2D angle very limiting for animators) or you're going to have to pay unnecessary cash for them. Just make simple backgrounds maybe a gradient or two for the sky and some quick shapes that you just blur a little bit, to tell the audience the backgrounds aren't important.
The real question you're asking is "Drawing or Copy and paste", Sprites will never, ever compare to actual hand drawn artwork that you spent time doing. Now from the looks of that sample you kind of threw together and used some lazy animation techniques but if you put a little effort into it you could make the game look really good. If you really suck at drawing though you could always get someone to do the artwork for you.
Note: whoever you hire will require compensation and a sandwich ain't gonna cut it.
or you could use a Wacom tablet which is essentially a tool to draw on your computer through a pen tablet. The bamboo isn't to expensive, and I hear it works quite well.
Well, It seems to me that you use to many filters and effects, now that's great if you want to be an effect heavy artist but before you do that you have to master something called "drawing" I don't think you've mastered that skill yet...
A flash program I would recommend is of course Adobe Flash most people on NG use it, however it is expensive so a cheaper(free) alternative is Liveswif, I don't know where you can download it but google can help.

Don't try to justify your work accept the criticism and move forward, now I would work on the overal construction a bit more his face looks way off and his body is to long,
