To be completely honest, I don't even compliment women unless I either know them very well and are on a friendly basis (such as my brother's fiance or my one female coworker), and obviously it's things like "You look very pretty today" or something along those lines. You don't know how random women will react to it. They may like it, they may find it inappropriate, even just saying they're pretty. There's limits to compliments to anyone. Everyone compliments me at work when I have to get dressed up that I look good, and that's obviously ok, but it's touchy when it's random people.
