I believe this effect can be done rather easily by shrinking it to the desired number of pixels in the final picture, then resizing it using the nearest neighbour resizing method rather than bilinear or bicubic. If you save it as a gif, you can choose the number of colors for the export (128 or 256, for example) and you get the exact same effect...

Hello there!
First off I'd like to say there is nothing wrong with spending a lot of time on a drawing. Some digital pieces may take over a hundred hours to complete.
In order to optimise your workflow, you will have to try out various techniques before you find what feels right for you, and build from there by practicing it a lot.
I would suggest, in your case, starting off with pencil and paper. Layout your entire drawing, with very few details, and sketch it out over and over several times by adding a bit more detail every time. I see from your painting that you've tried to "finish" the head before even sketching out the legs! That will very rarely work out and it's extremely easy to make anatomy/perspective mistakes this way. So sketch out the entire piece on paper before you start coloring and adding details. Then scan it, trace the line-art on a new layer if you want, and get down with the coloring!
I suggest switching from the Gimp (which I find clumsy and unstable) to Photoshop or SAI. Forget vectors for now (from the style I've seen in your preview image) and use raster drawings. Learn to paint using layers, experiment with layer blending modes. Explore the software. Try to break down your coloring process in steps to repeat next time you make a digital painting.

Definitely the wrong attitude. The first point to my review is to fix that before anything else.
If nobody reviewed your painting in a review thread, this should be a warning sign. Maybe there is simply not much to say about it? Your drawing is very generic, almost boring. Nothing is outstanding with the technique, the style is extremely common, as well as not being very well executed. You've got a lot of work to even justify that kind of attitude you have.
I would say practice more and come back.

I'm pretty sure this was done with color dyes or food coloring, and a white flower. The flower is selectively "dipped" in the color , some parts being masked or protected from the dye, in order to get interesting results.
Don't even bother with markers.

Nonetheless, painting over pictures is not at all discouraged or "cheap". It's called matte painting, and it's used a lot in concept art. The idea is to take the picture and detail it yourself to another level, changing the colors, the textures, and the context so they fit the rest of your painting. Always indulge in the details when you're designing a character! While exploring the possibilities for detail, you might think up of something unique which will define the character and make him unique and original.
I took some liberties with your drawing (hope you don't mind...!) and added a few things on top of it. Leatherwork, patterns, jewelry, etc. Keep refining your sketch! It's promising!

I charge 35$CAN an hour for graphic design (posters and typing, not drawing), and I charge 55$ to 70$ an hour for actual drawings.
If you are doing freelance and you have other things to do, don't be afraid to set up a higher price. Let your (awesome) portfolio speak for you, not a specific degree in art. I am an extremely busy engineering student and the idea behind my price is to make my time worth it. Keep in mind that if you set cheap prices, people will think you provide a cheap quality. You are the only true assessment of your worth, within reasonable limits...
Charging 55$/hour is very reasonable considering the quality of your work. Eventually a stable job will come by with a much lower hourly price, but this is the price of stability. Your freelance fee should account for the particular nature of the job. Finally, make sure you ALWAYS write up a detailed contract before starting any work (friendly or not). Learned this the hard way.
