As I said generally a ticket is enough, but if it is a crime they have to inform him of his rights and that he was going to be apprehended. But in New York, it seems like illegal search/apprehensions are quite frequent and people likely do not have the funds to fight it at a court level.

I also don't know if this is true, but I just caught sight of "200 protesters arrested" on a sideview ad -- this is exactly what is so paradoxical about our society. We were founded as a unified colony and protested to earn our independence, now we throw protests like community rage parties and the cops don't give a shit. And thus, citizens don't give a shit. If this were reversed, cops would be in grievance and apologetic for the behavior and there'd be a stupid support group nobody cares about for Eric Garner.

There's really just no justice in this, it's pretty easy to understand why

I think you guys are still missing a huge point - if selling loose cigarettes is anything under a misdemeanor (or especially civil violation), you get a ticket, and you take that ticket to your district court. That's where you make your plea (based on your plea bargain, which is reduced fine, reduced sentencing, etc). Then you have a court date if you plead no contest, and generally if you're in the right you can contest it.

If the cops weren't being aggressive rule-thriving fuckheads and did something right for their lives they would have handed this man a ticket. Did you know based on Neighborhood Scout's reporting of Staten Island crime, there are over 6000 crimes a year?

800 violent - 5700+ property type crimes, and this crime that this officer was not indicted over resulted in an accidental death over what should have just been a TICKET?

You really need to wonder if there's something wrong with this picture. The guy holding the camera is charged for something. The guy who died was being charged for something. The cop who basically killed the guy, along with the surrounding officials, were not charged and made no attempt to quell what would be a protest in this "sensitive" era. And to be frank, I do not sense race baiting to the point of Michael Brown in this case. You have to scrutinize both the citizen and the cop, but it's as clear as the sun in the desert that the cop is not in the green.

I just recently researched a guy named Rafael Perez. He had several counts against him, including being arrested for stealing six POUNDS of cocaine from a police evidence room, failed several lie detector tests, is a suspect in the murder of The Notorious B.I.G., AND - after being indicted for stealing cocaine, he was released after just 1 year. Just 1 year for this shitbag.

"Oh but it's for the better of society, there's less criminals because there's a bad guy for the bad guys..." Yeah, and if there were 50 Tenpenny's for this town, everything would be okay. He even takes out the trash.
