If we accuse every band that employs anonymity through costumes of plagarism, we could be listing examples for quite a while.

The Moog Cookbook started a few years before The Residents, both bands were electronic and used the same sort of globe-headed spaceman look, but The Moog Cookbook are very obscure, and The Residents are quite famous. The Residents didn't rip off The Moog Cookbook, both bands simply had similar concepts of personification.
