I can tolerate retarded people, I have nothing against them but...

There's a retarded teen guy that lives in my street that is a danger for our neighborhood. He's usually outside and when somebody walks near of him that stupid guy starts to attack that poor person.

Many neighbors have talked with the parents of that guy and they say: my son doesn't do that! blablabla...

He's currently walking in the frontyard of his house... Should I kick his butt? or what? I have to admit that I'm pretty scared, but I'm more upset than scared, and all my friends are also too.
