You would have to see if the compositions are public domain or if it is copyrighted. Some are and some aren't. For instance, the music from tetris is "Dance of the sugar plum fairy" which has been public domain for many years whereas many of the other games of that time had scores written by a composer specifically for that game (Although, a number of them are simple rearrangements of classical pieces). Point is, check up on the piece of music you want use to cover both your's and NG's asses.

Actually there's some crazy percentage of a copywritten song you're allowed to use. I'm not sure what it is off the top of my head, but it's a pretty small percentage. (Atleast I think that's how it goes)

Depending on what you mean by effect, it may or may not be allowed. Anyone that says you aren't allowed to then goes and uses pirated versions of VEC are all hypocrites. HYPOCRITES I TELL YOU.

That's a good point and it's really very grey area. There's an interesting stub on wikipedia about the most relevant legal case: Bridgeport Music, Inc. v. Dimension Films
