Legal or not, Criminals will have them, but illegal a common citizen won't have one.
For that to happen, a government had guarantee every person in its country that a Police can instantly react and protect, which don't happen in most cases, even after a crime, you have to wait to someone to kill you and wait that they get caught, which is a big LOL. (If they get caught anyway).

World Wars ended with Cold War.
Information nowadays are stronger than weapons.
World War is about Manpower and Raw Strength. 2nd World War were different days, were the last days of Head-to-Head Combat.
Now country will start a war, except Small Conflicts which don't involve many countries.
Well, forget about 3rd World War, only if technology could boost a Singular Individual to Survive Agaisnt bullets, Bombs and Nuclear Waste.
