The style is awesome, like your shading and other technical stuff.
But i can't read the words...

Okay...

1. Head. Even if it's Chibi, the head will have a particular shape, which is NOT totally rounded.
2. Neck to Shoulder. The neck is too thick, and does not connect to the shoulders well.
3. Shoulder to hands. The transition on the right is too sudden. The left is still okay.
4. Body Shape. Your Chibi style is 1:2, and you will not get away with a rectangular body shape.
5. Hair. Work on it.

However, it's not to say that it's totally horrible...

1. Background. Nice grass you did with MS Paint. I suggest doing the BG before Char so you won't have an area unpainted due to fear of overlapping
2. Shadowing. It's pretty well done.
3. The bird. You obviously know your birds better than your humans.
4. Eyeballs. Nice highlights.

You could use some tutorials. If you're thinking of dedicating some time to art, you should get a tablet, assuming you already aren't using one.

That kinda looks retro to me.
Couldn't find anything on google or wiki.
