In the source they actually say that in cases where multiple drugs were found in the body they list it as a death for each drug. Even considering the increase in numbers due to legality, you need to wonder why it isn't banned even though it causes so many deaths.

Which is incorrect, because gateway drugs lead to the use of other drugs, and then those drugs may be the ones killing them. If tobacco wasn't so addictive, and people were more responsible on alcohol, we wouldn't have problems with them.

Drug Deaths

Keep in mind that people use alcohol and tobbaco more than anything else due to the fact that it's legal, and that people use alcohol and tobbaco most often here. Then, the numbers don't look too high for them. Also, the list can't work because if someone does multiple drugs they can't put all of them, or necessarily blame a single drug unless it's clear they died from that.
