Aaaaand, another vague part of the story surfaces!

A hiding snitch named Waldo getting interrogated by a man named Loxley, a former cop who dedicated his life to an undercover operation to get close to Henri Wilde. The mission ultimately got cancelled after 15 years and Loxley in his bitterness decided to fulfil his mission in rogue. He would not just kill, but torture Henri to make up for 15 years of lost life.

Now for the picture itself, don't use the blur and smudge tool, except for details. It makes the image blend in itself too much and makes it a burden to look at. The subject should stand out from the background by the use of hard lines.

Don't use anime as a base. It can be an inspiration, sure, but use it as a standard and you'll just end up drawing the same boring shit over and over again.
