No they're not. I thought so too until I platted Fallout myself. For Data miner, just tag Science and get it to 50. That's enough to do average terminals, which is a LOT more common than hard or very hard terminals. For Speech, you could tag that too and raise it, but personally that's a waste since you could tag a more useful skill that could help you own enemies instead. Just save before you're about to do a speech challenge and keep reloading until you get it.

It's a great game, but it's pretty short if you decide to play it in one setting. Assuming you didn't play it with hard difficulty the first time, you can replay it for the hard trophy.
