Part of being an adult is dealing with the responsibilities. You aren't an adult yet if you cant.

7. Smoking and Drinking Ages
The legal age to Smoke Tobacco or Cannabis/Hemp is 16. The legal drinking age also is reduced to the age of 18. Those caught breaking these fines will be granted a fine. The fines are as follows: caught smokeing Tobacco or Cannabis/Hemp under age of 12 will be fined at $50.00 to $125.00, those caught between ages of 13 to 15 smoking will not be fined, however remains illegal for them to possess or buy any sort of Tobacco or Cannabis. Also, caught drinking light liquor substances such as beer under the age of 18 results in a $25.00 to $75.00 fine, but if the liquor substances is considered hard liquor such as whiskey, rum, gin, tequila, or wine, then the fine will be increased to $75.00 to $175.00. All depending on the amount consumed or caught with.

The government must appease the fact that not the entire United States of America, let alone the entire Planet earth, believes the same thing. That said, crimes such as "Arson Against Church and/or Other Religous Buildings", will be treated as mere Arson. Crimes like, "Priesthood Pedofilia" will be treated as normal Pedofilia, and will be carried out as such that if proven guilty, said religous leader, that being monk, priest, magus, guru, caliph, or high scholar will be dealt with the exact same way as if it were a normal case. Also before taking the stand, puting ones hand on the bible is no longer requested.

12. Jailing and Prison
The longest sentence one can recieve for a crime is 65 years. However, if convicted of maijor crimes such as genocide, mass homocide, or premeditated homocide will be given a life sentence of 90 years.

13. School and Academics (high school)
School days will commence at any time the district chooses, however, this time cannot be before 7:30am or later than 1:00pm. All school days will be 4 hours longs, half days are 2 in a half hours long, passing periods nationwide are to be at 8 minutes each, and 20 minutes before school at 14 minutes after to get to the buses. Also school days will be at a 4 day per week law. Suspension can be no longer than 1 work week, (4 days). Detension can not exceed over 3 hours, for that would entail "cruel or unusual punishment". Saturday schools, work weeks ending on thursdays naturely become friday schools. Also, any and all Mathmatical Classes, this being geomentry, algebra, math, triginomitry, or calqulous, will no longer be taught after the students 8th grade year of school.
I'm not even touching this one, because you're practically a political Mary Sue.
14. LGBT community rights
Those of the public within the LGBT community are now given the same civil and public rights that all of America recieves, this includes Adoption, Marridge, etc. Also a non-discriminatory act will be proclaimed to say words such as "F*g", "F***ot", or "H*mo", are to have the same taboo as words such as "N***er" or "Be***r"

Alright, you asked for it. Let's give it a whirl. (bear in mind, I'll be reading it as though I were your most likely middle-aged teacher)
A community is a group of people who share common ideas and traits. Communities could be everything from as small as three friends who all share a common interest or as big as the whole of north america. (Wow, what incredibly awkward wording) When one is in a community, one is with comrades in whatever they seek from life.(What?) While you could say that not all communities seek something, the seeked (not a word) could be something as simple as the new issue of grain farmer(apostrophe goes here)s monthly. (put the title of the magazine in quotation marks, and capitalize the relevant words) I will show you a community important to me and it will show you both an example of a community (you've already said that it's a community, you're being redundant) and how one works.
The Newgrounds community is a very important community to me. The newgrounds community is many flash artists(What's flash?), audio artists(you mean musicians?), and people who enjoy the flash and audio. Newgrounds itself is a website where you can upload .fla and .mp3 files (What are you talking about? What's a .fla or .mp3? to a "portal" where they will judged and depending on their score (Wait, what score?) either pass or be "blammed" (deleted) on either the flash or audio portal. Although the audio files can be downloaded(comma goes here) newgrounds is not like what napster was(What's Napster?), everything is created by the users.
Newgrounds doesn't have many rules or standards, since like everything on the internet, it is a very free domain. but (Capitlaize the first word of every sentence) there are a few. One would be that stealing is very very bad. Since the major figures among the community are people who make great flash, claiming somebody else's work as your own is frowned upon greatly, and usually blammed (What you're saying in this sentence is that stealing is deleted. Reword it). Things that are racist and such is(are) usually blammed(semi-colon here) though, being a humor site, many parts of the community definitely wouldn't be considered politically correct. Also there (are) many unspoken standards, such as that news posts (what news posts?) should be used as a way to update people on your work, not as a blog (what's a blog?).
The community of newgrounds is important to me is important to me because it lets me have an audience for my music (and sometimes flash) while still having anonymity. Also(comma goes here) many of my friends are a part of this community. It is a more personal community and more of a community in general than something like youtube (what's youtube?) because it's smaller and more ways for people to organize for group works and such.
Important as it is to me though, there are weaknesses in it. One would be "gangs (where's the second quotation mark?) on newgrounds. Gangs would be groups of people who submit things that are usually spam (spam?) or malicious (like a screamer (what's a screamer?) or something that would be considered disturbing) to the audio or flash portal. Some examples of this would be the Clock Crew, the Noob Nation, and the Star Syndicate. Some gangs on newgrounds though are benevolent such as the lock legion, a parody of the star syndicate. A second weakness would be the reputation of the website and community. Many flash submissions have been controversial such as Super Columbine RPG, or Club-A-Seal while still staying popular with the community. Many politicians have tried to get the website shut down because of this view on the site.
Some ways the community could deal with these problems is banning IP addresses (what's an IP address?), though doing this could ban a whole school, or library from the website (Are you going on this site during school?). Having more admins or mods(What's an admin? What's a mod?) for things other than forums would be good aswell (as well). The main problem is that the solutions that stop the spammers and such, take away from the freedom of everyone else
In conclusion I think that my review of the newgrounds community reflects upon any community, having controversy, having the sort of bad people etc. I think many communities are similar or the same in structure but what differs it the people. For example a bunch of jocks or a bunch of nerds are all going to have the head honcho, the crony, the mascot etc. Yet they are so different because of who they are individually.
