It's because prior to that that type of attack never happened. A hijack wa smostly a hijacker taking ovr a plane and then flying it to some coutnry so they can use the people on the plane as hostages, in exchange for whatever it is they want/ Maybe they would kill one or two people as examples, and the SWAT would come in and save them. but then they went and crashed it into a tower, killing the WHOLE PLANE + MORE.
