Massachusetts is 57% overweight and obese. That isn't "not a lot." The 57% also includes 20.9% of people whom which are obese. That's 1 out of 5 obese people.

I'm speaking in terms of personal experience. Keep in mind I don't live in a big city so it's not like people are really lazy of boarish around here.

As mentioned earlier, it has a lot to do with many moderators being in the same and/or similar time zones, leading to there being sections of the day where the forums aren't moderated at all.

But being a moderator is a hard job, and I know that they do what they can, it's not possible to catch every infraction of the rules.
