IQ doesn't measure things like the ability to innovate or creativity (something the Americans have in hoards, by the way), and it's open to cultural bias (which is why people from upper middle class backgrounds and asians often do better).
To answer the actual question of the thread, no I don't think so. I think Americans get a bad rep because they're such a large presence so everyone can see American media and figures, no matter where they are. Idiots from other countries exist, but don't get nearly as much coverage ;)
Americans love to talk about how many problems other countries have with younger drinking ages, but I honestly don't see that. You have a younger drinking age, and you'll do about the same amount of stupid stuff as with an older one...probably even less so, because you can drink in a more controlled environment.
I grew up in Canada in a province where it was 19, and honestly most of the worst drunks under 21 were Americans coming over the border and acting like idiots because they were suddenly allowed to drink. Canadians think they're dillholes. Now in Australia, I think it's more or less the same as in Canada and the drinking age is a year younger at 18. I've been to Germany and a lot of of the people falling over themselves drunk in Berlin are tourists.
As to drunk driving, I think that all depends on how well you control the roads and how good your drivers training is. I used to live in a town where the most incidents were caused by men over 40. Why? Because they learned to drive in a time when it was a lot more lax. I knew 2 people who were killed by drunk drivers, both were men over 40.
