That's the Third-Wave of Ska, check out some 2Tone (Specials, Madness, Selecter) and some of the original stuff (Skatalites, Desmond Dekker, etc.). You may also like Reggae, which is a mutated form of Ska.

Of course, the baby cries at a frequency that is naturally irritating to the human brain. The result is that we concern ourselvs with them, as it distresses us.

However, it can have a negative effect. People have been known to kill babies if they have issues and babuies wont stop crying. I once shouted at my neice because she wouldn't stop. :(
