Ok, ever since I installed a proxy program called "Tor" I've been having trouble with the internet on my laptop.
At least once a day my laptop seemingly loses connection to the internet and I get a message on Firefox saying "The connection was refused when attempting to contact <a ny website address I enter>" now at first, I thought that it was just my ISP having trouble, but after I tried the other computers in the house the internet worked fine on them and I also noticed if I had a download running on Firefox, utorrent, etc the download continued unless I stopped the download and started it again at which point it would just not work.
I've tried everything I can think of to fix this. I used system restore, I made sure Tor was completely uninstalled, but now I'm out of ideas.
Can anyone help? is there a way I can fix the internet settings (or whatever is going wrong) without having to completely reinstall windows?

Operating system - Vista Ultimate
laptop - Dell Inspiron 1520
router - Netgear DG834 (wired connection)
Browsers - Google chrome, Internet Explorer, Firefox, Opera
