Yeah, it's photoshop. 1st use the sponge tool, desaturate at 75%...brush size like 30ish... and decolorize your face, but dont go over your eyes or lips.

Next clone stamp out the middle of your eye, then use the smudge tool to blend it.

next use the burn tool on midtones, about 50% exposure and go around your eyes, and over your lips to darken them.

finally. use the burn tool, set it on shadows and the exposure to 50% and add in some dirty looking lines or cuts.

Go at it!
