Sampling is an art, but it's not related only to hip-hop. There are TONS of non hip-hop artists here on NG that can make your jaws fall down with their skills.
For a non NG artist who used sampling in non hip-hop music, check Miles Davis late albums.

Well, actually it is. According to NG rules, you can sample all NG music if you properly credit the original author :) and put the resulting material under same license :)
You must get clearances from the copyright holder of the recording AND the
copyright holder of the song. Not getting them could cost even more (if you get sued).
There are no "2-seconds" or "4-Bars" rules. Obscuring a sample doesn't make it legal.
For the commercial products, you are completely right.
There are just two safe ways to sample things that you want to put on NG:
1 - You sample NG music, give proper credit to the original author and put your work under same license (that actually goes automatically here).
2 - Sample an instrument, sound by sound, make yourself the recording (as you get the samples in samplers/ romplers, to use within your DAW).
