Just to be fair, I highly doubt that a 9 year old kid has $100. And if he does, it's his/her parents fault for giving him/her the money in the first place.
Now I'll be honest, back then I've played those ticket type games. We always had a limit to how much we could spend, set by our parents. And yes, it is kind of a form of gambling. But one difference parents should be there with their kids, and should control how much they spend.
