No, its because men aren't so self conscious about their looks that they would feel the need to compare themselves to every guy they see, including fictional characters in a videogame..

A recent UK survey found that around 93% of Women were very "look" conscious, while only (roughly) 20% of men were.
Now, when your worried about how you look, your going to compare yourself to other people, and that is where quite a few of these arguments come from. If you want to say that Female characters are under-developed then I can perhaps understand (Though the Female Shepard in Mass Effect was better, and all my favourite games this year had equally strong female parts the rest had the main character as a beef munching Macho-man with a hammer).
And leading back to the point;
If the developers think that a female character HAS to be sexy, then that isn't a great example, but then how many games have a normal man with no interest in sports, his country or weaponry?
Games like stereotypes, people like stereotypes, and male gamers like "bewbs".
