I'd say rugby is 'harder'. Though, admitidly american football does have some epic hits, they are covered in..what is basically, armour. I think rugby is harder just for the fact that they don't wear pads.
And don't give me any of that "blah blah blah there are less rules" crap. I've watched plenty of american football and 9 times out of 10 they are doing the exact same hits a rugby player would sustain.
