I think it is an East Coast thing. When I moved to Washington, I found that the schools here ended the sessions a few weeks earlier than their New York counterparts. No clue why.

What exactly did you pull out of the original post to make this argument? I can't imagine your "persecution" situation occurring anywhere else but on the internet. Fursuits, I'd think, are something confined to certain social conventions and specific get-togethers, not garb that is worn in public and used to convey a message about someone's lifestyle.
