I imagine the time it would take to go from the surface of the earth and exit the atmosphere would vary on many conditions, but I would guess it would take no longer that a regular person's awake cycle. (Time awoken to time gone asleep)

As for break downs and repairs, I'm unsure, but I would imagine before such a thing was available to the public they would take into account all manners of possibilities and have some sort of center or base at the top. Possibly with neccasary supplies to fix said problem.

Two immidiate concerns come to mind, safety and price of production.
Should we really be spending this large sum of money into this project? With the current world affairs going on. The economy is down and with the war overseas, is this a good move?

I think it has potential, but should be put off until our countries state of affair improves.
