Right, but then you must choose a direction to go. With a different system you can just focus on what you like to do and still benefit and accelerate ranks without being held to an "and you need to do this" situation.
So basically one does what he pleases to get XR points, in this logic two people from the portal department can acheive the same rank one by doing his portal duty and the other by just posting around and a lucky deity whistle.
Well, no because posts wouldn't count inside the portal department because of the two tier system. Basically two types of XR. Overall XR to achieve the NGDD rank (things like Grande, Beginner, etc) and the departmental XR which is only things that apply to your department.
So, using that a Portal person would rank up in the portal department ONLY by doing portal things. So, say they made Warrant Officer I. And another person in Portal is a Staff Sergeant. In the department the Warrant Officer I would outrank the Staff Sergeant.
But, here's the kinda' cool part about the multi tier system. If the Staff Sergeant also makes Flash and has a lot of posts, they may have the rank of "Expert" and the Warrant Officer I may have the rank of "Amateur."
They would be an Expert Staff Sergeant and an Amateur Warrant Officer. (I used Expert and Amateur as pure demo reasons as these ranks have not been established yet)
Actually there was a choice. There was a choice to keep it. It was voted unanimously to remove it.

Of course let me add that I am not doubting someone's skill in coming up with ideas, nor accusing of dictatorship, only marking the fact that since everyone else is in favor of the reform and that was the only reformist choice, there was no other choice...
There was no other choice. I actually personally pushes for people to come up with other choices and I even tried a few others that I didn't like so never posted. I wanted more ideas put into the thread and not to only have my own to choose from.

That's where our effort should be focused, how to improve the DD, but we need to improve what needs improving and I just made some research and found out that that "uselss" payroll system atleast was at some point exchangeable for newgrounds store credits, or something like that, I think something like that is worth keeping...
It is for exchanging NG Store Credit, but it was almost nothing and there was this odd symbol (§) that stood for a small sum of money (I want to say 0.05 US cents to 1 §, but I think it was even less.) Because no one really understood it and it was so little it basically just became a stat no one understood.
It was never perfect and I think that became obvious when it was brought up that change needed to happen and everyone agreed.

Ok, I am going to go thru the flaws of the system in-place. This is going to get long, so I apologize.
The BBS system is alright except the highest rank requires you have made another club which I find an odd requirement.
The Flash Department's requirements are off. It requires 10 Flash submissions and a BA of A+. Let me be the 1st to tell you this is not hard at all. Reason it's not hard is because your BA is only off of your highest scoring 3 Flash and an A+ is only a 3.50 or higher average. This is a piece of cake. It also requires a portal award and Daily 5th isn't the hardest thing to achieve especially if you jump into a collab.
So, with Flash once you achieve that, you're stuck. You have capped out and quick.
Audio Department is purely based on amount of submissions and Audio reviews. Personally, I don't know why Audio Reviews is here, but I also don't think an amount of submissions should be the basis of ranks when it comes to something where quality is the importance (Like Flash and Audio).
Portal Department has the most problems. The way it is built is in a cookie-cutter fashion where you have to fit into a pre-created criteria in order to achieve rank. If you don't care to whistle, you will be stuck at 3 ranks forever. Well, until you get level 28 (which jumps you from level 3 to level 6) which is also an odd requirement. Same goes for if someone only likes just doing 1 thing, like B/P.
For that example I give you Phantom who in this system would only have 7 ranks since he has only 405 Flash reviews and a gold whistle. It takes his 60,000 B/P and reduces them to the 15,000 B/P requirement of the 7th rank. I personally don't see how that's right. Luckily for him he's the leader of that dept, but someone else not in that position is getting screwed. Because he's focused on one thing he loved, B/P, he couldn't climb higher without going for Deity.
So, this is where that whole XR idea came from. I wanted to make a system that rewarded people for doing what they really liked doing as well as rewards for contests and time in.
I'm not saying that XR system is perfect, but I do feel it's the most fair and I think it would be a lot of fun to use.

The system that is in place now has been there for quite some time and looking at the roster I can tell you this: We aren't growing.
Are we diminishing in numbers?
Well, we are increasing in inactive numbers and not really gaining anyone new, so I'd say yes we are diminishing.
Also, APF, I like the new idea of the Department Heads thing. I'd type more, but my lunch break is over. =)
