Funny thing is, this started to happen after a Viral infection... I have conducted many scans, with no results... Could this be caused by the damage left by the virus? Because it did left some mess (I can't open the task bar)...

reinstall windows there are stealth viruses that infect your anti-virus and tell it that it is not a virus!!!
you may lose stuff but hey you know it is better than having an annoying virus that may also be a keylogger
