There are many possible causes for this. Just because of the criteria being tested does not mean that that was the reason for that to occur. If you read later on, it gives a comparison between Heavy users and non users. They based their results on a Brazelton scale, in which they then compared results that they received. The control would be in this experiment the Non-users. The independent variables would be light-users, medium-users, and heavy users. The dependent variable would be the effect on prenatals. The control is something you base the independent variable upon.

The tax order in the USA is out of shot. The richest are not taxed severely enough and don't even worry too much about taxes while the people living in the shit holes count every single dime, even getting some candy they count. Why is it then that the richest in Bush's tax cut get the most rewards. This happened in France causing a revolution in the 1790's (actually the richest weren't even taxed), when the Third Estate revolted against the richer classes. Why then is Bush following in a similar footstep by increasing national debt and creating a larger divide between the rich and the poor?

I think it's a combination of both. Some animals are able to reproduce very rapidly, but they cannot go beyond a certain population limit because the environment can not handle that many animals.
