A new law requiring people obtaining a Virginia driver’s license to prove they are U.S. citizens or legally authorized to live here was sold in the General Assembly as a security measure — but some are calling it anti-immigrant.
The Legal Presence law, passed by the Virginia General Assembly in February, goes on the books Jan. 1, 2004, though it will not be implemented until Saturday, when the Department of Motor Vehicle offices reopen following the New Year’s holiday Thursday and Friday.
The law requires people seeking the following services to prove they are legally living in Virginia:
* Anyone applying for a new license or photo identification card.
* Anyone seeking to reinstate a license that has been suspended, expired, or revoked.
Applicants will have to supply a U.S. birth certificate or passport for natural-born citizens. Other valid documents include a certificate of citizenship or naturalization, a resident alien card, or a valid foreign passport with a visa, I-94 or an I-94W with a participating country, according to the Virginia DMV.
Anyone who already has a driver’s license and needs to renew it will not have to provide proof of legal residence. There is no estimate of how many illegal immigrants currently have driver’s licenses, said Pam Goheen, a spokeswoman for the Virginia DMV.
Supporters of the law say it will improve homeland security, Goheen said. Seven of the 19 hijackers involved in the Sept. 11, 2001, terrorist attacks had obtained Virginia licenses through false documents.
But one member of the panel that has helped establish the law said it may actually make Virginians less safe because some illegal immigrants simply may decide to drive without a license.
“I don’t see how this is going to help the situation in the fight against terror,” said Rick Castaneda, who works as a liaison between the Harrisonburg school system and immigrant parents.
Many of the Sept. 11, 2001, hijackers entered the United States legally, Castaneda said.
Without a license, drivers likely will be uninsured. They may not know the rules of the road, and the state will have no record of their presence in the community, Castaneda said.
“It’s goal was to make us a more safe community. It’s making us a less safe community. Criminals will find another way to circumvent the system,” Castaneda said. Even those who have legal status in Virginia may be intimidated, he added.
But the new law will apply to everyone equally, and even native-born applicants will have to provide proof that they live here legally, Goheen said.
Castaneda agreed, and said that is why he was on the panel that helped establish the law once it had been passed.
“We were not there to argue, just make sure the legislation was enacted equally and fairly,” he said.
Still, “we wanted to make clear that there is a difference between terrorist and immigrant,” Castaneda said. “By virtue of having gainful employment, they’re taxpayers,” even if people are not here legally, he added.
More than 1,000 DMV workers across the state have received a two-day training seminar to familiarize themselves with residency documents and be able to spot some forgeries.
If their basic training still leaves them guessing about the veracity of a document, workers can consult one of the DMV’s four “document specialists,” Goheen said. They will handle and have access to information for any questionable paperwork to ensure it is legitimate.
The state also hired an additional 21 employees for its high-volume offices in Northern Virginia and the Hampton Roads area, Goheen said.
The cost of the 26 new hires for the Legal Residence law is $2 million a year, Goheen said.
Despite the new hires, the wait time at the DMV will probably grow, Castaneda said.
But a few extra minutes at the DMV will be worth it to keep society safe, said Winchester resident Nathan Wells, who was at the Kernstown DMV at 4050 Valley Pike on Tuesday.
“Five minutes is nothing when you’re already there an hour and a half,” said Wells, who was renewing his license.
But Amy Grogg, who had been waiting a half-hour to renew her license, said she would hope the DMV will offer a separate line for anyone who has to prove legal residence. Even though “you kind of expect a long wait,” at the DMV, Grogg, a resident of Stephens City, said she would not like to see it grow any longer.
But Goheen said if customers have the proper paperwork handy, things can move smoothly.

Anyways this glitch occurred because they had to set a time for infinity, and they set it to somewhere in 2004. They already have the fix for it.

At a given moment, yes we only use 10% of our brains because each area of our brain specializes in certain tasks. We may only use one area of our brain once or twice, but we will use it.
Obviously, you've read a book on this, and i'm just goig on my ideas, but that would seem about right.
But that book is so god dam hard to read! I had to read chapters 3 or 4 times to fully understand it. Anyways, the size of the brain has only part of the overall intelligence, but it is still a factor none the less. The other factors that influence intelligence is the environment and education.

Let me rephrase everything that I have said so far so that you don't become confused or become short-minded right now.
There is a coorelation between skull size and mental capacity. Though the strength of the coorelation is only moderate. With 0 being no coorelation and 1 being an absolute coorelation, it is around .4 coorelation. By hereditary, Asians, Africans, and Whites have different skull structures. These different skull structures causes the brain to be constrained into a different shape causing it to have less mass. Mass is not the determination factor of intelligence, though, it is merely the amount of functional neurons that determines intelligence. For instance the domestic cat is born with 1 million neurons but loses all but 200,000. What's the cause of this? Could it be the neurons can't function well enough being packed into a smaller space? The brain sizes vary between races, and even among races they vary. Science can sway either way on this, whether race effects intelligence or not because of the variation between races and amongst the race itself.
That doesn't mean that all whites are smarter than blacks, just to let you know. The coorelation isn't exact because a black person can just have more effective neurons in the brain or have a larger head than the white person. It's like height, there are short, normal, and tall people in a race. On average blacks are a little bit taller then whites. Come to think of it, everyone is a lot taller then the people 200 years ago.
bcc, I already said my source. It was "The g factor: The science of mental ability" by Arthur Jensen. The only reason the sizes of the brain is different among the races is because of their anatomy. On average, blacks have a size of the skull or a different arrangement of the bones so that it makes the brain to become smaller since it can only occupy a smaller amount of space. And from there, there is a moderate coorelation between brain size and IQ level.

It's not a strong corrolation, the r (forgot what it stands for) is around .4, not a strong coorelation but yet not a weak one.
Hey Mason, may I advise you to read "The g Factor: The Science of Mental Ability" by Arthur Jensen? It gives some good facts and ideas about the differences of mental capacity. One of them being that blacks because of their bone structure of their head has a smaller brain then whites. Also, there is a coorelation between IQ and brain size.

Alright I understand what you are saying. In America you have in-state tuition and out of state tuition costs. The university I'm looking at is West Virginia University. For this year if I went there It would've cost me $10,000 for the tuition and I would also have to pay room and board since I am out of state which is another $5,000. So $15,000 a year for myself to go to college. For my in-state tuition they have it a little more complicated and they based it on credit hours. I would have to pay $1000 for 1-3 credit hours and $335.50 per each credit hour after that. A course usually takes 2-3 credit hours so I would end up with 8-9 credit hours so that would cost me around including fees about $3,500, or I think 1,900 pounds. For the out of state it would be around 8,500 pounds. I guess I'm going for the in-state one.

You are only focusing on one aspect and that is their color of their skin. Black people also have a larger Achiles Tendon which allows them to jump higher. I might be wrong on the tendon or muscle, but I did hear about that. So why can't there be a difference in brain mass between races if there can be a difference in the initial muscle mass?

The only reason I don't like illegal immigrants is that they can receive medicare and social security even though they never paid a single dime for income tax. Besides that, I don't mind them. Even now looking through the internet i see remarkably the same page and information on every page. Even the comments about the data is the same. I love my country, it's one of the better countries in the world. We have a high standard of living, care about each other, and overall we are really peaceful and have a fun time. I feel sort of the same way as you, but by far you need to relax. Races outside of the majority usually get double standards in a democratic, unrepressive(overall there isn't that much repression, but there is some so exclude that for the moment) society. Some people also have these views because of the media. Rodney King is a good example since the media only played the beating part (which the cops were dumbasses at the beating part since they could've easily handcuffed him once they got him on the ground). Rodney King was drunk, suspected of PCP, and even stood up after 2 shots of 50,000 volts into his body. Not only that, the cops were chasing them for 8 miles until he got over.
