generally if your isp is'nt a ass, you can host a server even if your ip is dynamic, you can have a web address like http://blahblah.dyndns.com, dyndns.com and no-ip.com will always resolve that domain to your current ip even if it changes, i knew a guy who hosted his wensite on his 56k dial-up, but most isp's TOS state you cant run ANY servers, especially a webserver, but most never find out :) im on cable and i run a ircd server, and a eggdrop server, and comming soon maybe a webserver,, so my advice is if you want it cheap, goto no-ip.com and sign up for a free account that gives you a domain that will always resolve to your current ip :)

what kind of server you want is an important factor, try starting with a webserver.

It could be the server only lets IPs that resolve to .nl .au .cx .ru etc.... only vote so many times on a certain movie, or it only lets a reconized ISP goto that movie/game and vote so many times...thats my guess.

I dont affiliate myself with any political organization...and if I did, it would DEFINITLY NOT be the right wingers. Anyway, I get my opinion from my own personal experience. I worked as a drug and alcohol counselor for years and for 2 years was working with juvenile offenders in an inpatient drug and alcohol facility. So many people think that smoking marijuana is a joke and its fun and harmless but its not the truth. I have seen hundreds of people come through my doors and they see that as the point where everything went wrong. I have seen the harmful physiological effects of marijuana and other drugs (mostly alcohol which is why I am against drinking as well....but thats a whole nother thread) Anyway, I have seen so many people lost over the years because of these drugs that when I see someone promoting the use of Marijuana or extasy, or any other "so called Harmless" party drug, it drives me insane that they just dont know what can happen. I do enjoy this thread though, there have only been a few mindless insults, but for the most part, its a good discussion. This might sound retarded but I think scientific studies of Marijuana are done wrong or something, I've smoked Marijuana for awhile now, and many of my freinds smoke aswell. But Marijuana is the least of the drug problem of this country, weed is imposible to overdose on, i mean i've smoked up to an ounce a day(only when i'm plentyful) and felt totally fine, i goto the doctors office regulary to get health check ups, my doctor of course tells me i need to stop before i get into trouble or happen to run into some weed with something else in it(cocain, heroin, lsd, etc..). Now it might be addictive, but video games are addictive, sewing, masturbating, ANYTHING can be addictive mentally. This is an excert I found on the NORML website I'll paste it in for you all to read:

"Missoula, MT: Long-term use of standardized doses of cannabis demonstrated clinical effectiveness in a cohort of legal medical marijuana patients and failed to produce significant physical or cognitive impairment, according to results of a study published in the current issue of The Journal of Cannabis Therapeutics. The study is the first to examine the effects of marijuana on patients who have used a standardized, quality-controlled supply of marijuana for more than ten years.
"This study's findings add to the substantial body of evidence that medicinal cannabis is both safe and effective, even when consumed regularly to treat chronic illnesses," said Allen St. Pierre, Executive Director of the NORML Foundation. "The results also serve to further undercut the government's allegation that marijuana is a highly dangerous drug without any scientifically demonstrated medical value."
All four patients examined in the study are participants in the FDA/NIDA (National Institute on Drug Abuse) Compassionate Investigational Drug (IND) Program, and have been smoking government-grown pot for 11 to 27 years.
Results demonstrated marijuana's clinical effectiveness in these patients in treating glaucoma, chronic musculoskeletal pain, spasms and nausea, and spasticity induced by multiple sclerosis. "All four patients are stable with respect to their chronic conditions, and are taking many fewer standard pharmaceuticals" than they were before they began using medical marijuana, the study's authors wrote.
In addition to monitoring marijuana's medical efficacy, researchers also subjected volunteers to a battery of physical and cognitive tests, including MRI brain scans, pulmonary function tests, chest X-rays, neuropsychological tests, hormone and immunological assays, EEGs and neurological clinical examinations. Authors observed "mild changes in pulmonary function" in two of the four patients, but found no other significant health disorders attributable to cannabis.
"These results would support the provision of clinical cannabis to a greater number of patients in need," authors concluded. "It is [our] opinion that the Compassionate IND program should be reopened and extended to other patients in need of clinical cannabis. Failing that, local, state and federal laws might be amended to provide regulated and monitored clinical cannabis to suitable candidates."
The study is the first to examine the overall health status of legal medical marijuana patients enrolled in the federal government's IND program. That program began distributing medical pot to patients and a number of state therapeutic research programs in 1976, but was closed to new applicants in 1992. Seven surviving patients remain in the program - four of whom participated in the recent study - but their health status is monitored by their individual physicians, not federal officials. Neither the FDA, nor NIDA or any other branches of the National Institutes of Health has previously published an analysis of information from this cohort."

Now I also think that Marijuana is NOT FOR KIDS, no smoke should be induced by a physically & mentally growing child & teen, only responsible adults should be allowed to induce Marijuana on themselfs in the privacy of their home. Statistically, for every 104 Americans who have tried Marijuana, there is only one regular user of cocaine, and less than one user of heroin. Marijuana is clearly a "terminus" rather than a gateway for the overwhelming majority of marijuana smokers.
