We would have to go through every neighborhood and spend millions of dollars to have the criminals there rounded up and rehabilitated. Your thoughts are illogical, we would have to spend more money that we don't have in an attempt to rehabilitate people who have grown up as criminals, they are not going to suddenly change their mindset because of some persuasive statements.
