A very simple solution would be FL Studio. You can use an automation clip on the tempo to just lower it.

Hey, I'm new to Newgrounds- signed up to submit audio particularly after being a decade long lurker (Assassin days, woo) because I wanted to contribute. I've been waiting a little over two weeks for my first submission to be approved. This is blocking my second submission as well.

I know finals are coming up for you mods, no rush, I was just wondering what kind of wait I'm looking at for approval?
