A bomb creates an explosion of fire and for fire to exist, there needs to be oxygen. If I'm not mistaken, there's no oxygen on the moon.

Bombs are not about fire, they are about force. You can blow up a bomb under water which in essence has no ready to use oxygen for the fire.

Well it is not that we need water but in the even we wanted to colonise the moon that water would be nice to have available?
It also means that materials such as concrete can be made using the rescources that exist upon the moon, this saves a lot of time, energy and resources that would otherwise be used to send water to the moon.
And it's quite obvious that they would have a satellite collect the samples that follow the blast, otherwise it would just be silly.
