That's indeed the case. It has been like that for some months now and all icons have to made by portal mods/icon mods. The system worked sometimes but it always broke again.There should be a fix within the next week(s) though.

Hmm, personally, I think it'd be a lot better if you only upload it with subtitles. Because yes, finding some good voice actors is hard.
