Again, letterboxing is an issue. I put out a bunch of facts and stories, you can take them or not. Really the decision is yours.

Personally, I do videos at 1920x1080 and record at 60 FPS to render down to 29.97 - though since I do gaming videos that's quite standard.

When you make animation videos it doesn't letterbox, because you are not recording the screen. And 60 fps is a LOT for animations. It is nearly imppsoible to make animations in 60 fps.
Even if you would work on3s or 4s is still alot. If you would render it to 27.97 it would unsyinc the audio from the animation, or would make the audio really slow.

Depinding on what the other guy did, I would be flattered or I would sue them.

Well, how much did it cost? If it cost a lot, think about it. Yoy bought a big expensive tablet when you started animating, but now you want a cheaper tablet. What about all the money you lost on something you don't want. That's another reason I reccomend kepping the one you have.

I'd say 7. 4 is taken by schoolwork, and 3 is taken by animation projects.
