Everytime i make an icon (w/paint), it always ends up transparent, is there any programme that i can make 46x46 gifs that don't turn out transparent?

i know there's GIMP, i already have it but i can't make un-transparent gifs on it!

Is there any other FREE programme that i can make 46x46 GIFs that aren't transparent?
