probably not very. Any significant change to the AP is going to involve huge amounts of effort for the administrators and coders. For all we know they're -working- on something.

If the admins don't know that we want changes, they're completely oblivious.
And of course, we could spam the submission with 5's to make sure it gets attention ;)

You're probably right about the admins' awareness. They probably know to some extent.
I guess it just pisses me off. Did you know that people can get awarded "Front-Paged" medals for the Art Portal? Jesus, it's only been around a couple months and it's already got medals, a revamped system, tweaks, etc etc.
But I digress, I just think a petition in flash form MAY be a good a idea for the sole purpose of rallying people together. We're like the poor, neglected child of the family :(
