That's a lot of money for one thing, but I guess its for commercial use that's a bit different.
During my said "commission" period I got to do somethings I really loved, I ended up getting to do a portrait of my favourite character, and was offered five times what I was asking (even though it wasn't real money) other things weren't so fun. But, pricing them on its own, can be difficult.
It really isn't.
Would you flip burgers for 50 cents an hour? No. A dollar? No. Two? No. Three? No. Four? If you're currently eating cat shit. Five? Six? Seven? Eight?
Just be honest with yourself and work out how long something will take and how much your time is worth, if you think your work isn't worth the money you'd have to charge because of the time it would take then work on becoming faster.
To answer your question though no I don't do comissions, never really tried to solicite any.
I personally cut all my audio first in Adobe audition and then animate to that.
No idea how or why you would try to do sound after the animation.

I don't think I technically qualify to post here but I want to make this animation and I don't want to dick around so I'm just gonna go ahead and post and if someone wants to let it slide great, if not it was worth a try.
I want to get this done and under judgement by Sunday so to that end I'm just going to post the entire script, if you like it and want to record it (and can record it, shouldn't need to specify that but people are weird) just let me know asap. Ideally I'd like a single actor to do both parts because it would just be easier to coordinate but if you're an actor who has a good working relationship with another actor and can sort it out between you that to would be good.
Minor details like titles and stuff we'll sort out later and if it goes well we can make more.
So, the script:
- Two guys sitting on a couch, one reading a magazine -
Dude One: Hm âEU¦ (looks over to Dude Two)
Dude Two deliberately ignores Dude One
Dude One: Hmmmm.... (quickly looks back down at magazine and back to Dude Two)
- Dude Two frowns -
Dude One: Mhmmmmmmhmmmmmm hmmmmm mmmmmmmm hmmmmmm!
Dude Two: (sighs) what?
Dude One: How much do you know about time travel?
Dude Two: (underbreath his breath) god damn it.
- Brief Intro -
Dude Two: It doesn't even matter, you can't travel through time!

Dude Two: Assuming you could it wouldn't matter anyway because you have that grandfather paradox thing, if you could effect change in the present from the past then your changes could prevent you from travelling back in time to prevent those changes in the first place. You can't just pop back to 1899 and push Hitler down a well.

Hard to really say anything as there wasn't any actual shading done here, all you've done is abuse the dodge and burn tools and not to great effect. Think about it for a second, you have a bright bright light shining directly behind the characters. So where is that light beaming off the shields coming from? Where is all the light at the front of the character coming from?
Cell shading is meant to be clean and simple, if you're relying on the dodge and burn brush to do your work for you with a feathered edge you've fucked up before you even begin.
I would love to give you more substantial advice but I honestly think the biggest improvement would come from you taking your time and thinking about what you're doing.
If I can be of use let me know, I want to get involved with making games but I have absolutely no knowledge of programming and what little programming I've done I've found to be tedious, stressful and boring.
