But that's the problem. People 10 feet higher in elevation and half a mile to a mile away are getting flooded out by a creek.

Look at the picture below. Normally this is a seasonal rill, with 3 or 4 inches of water, tops. It's over 3 or 4 feet deep! And this is upstream and miles away from the flooding in the previous picture!

Many of these places have had no history of flooding. It's just that an incredible amount of rain (7-8 inches in as little as 12 hours) fell on already saturated ground, there's only so many places it can go.

Oh. Ok. If they live by a place that has no flood history, I can see that being bad.
