Well I didn't find any credible source for this, but aluminium oxide is not toxic. Environmental problems come from acidic rain that can break the chemical, releasing toxic aluminium. I don't see too big problems coming from it seeing as there is aluminium everywhere anyway.

Well I have thought about this subject a lot and come to a boring conclusion: We will most likely dig deep underground the rock of the moon and later on Mars. I don't see any easy way of protecting the surface against radiation and really, why would you want to?

You could still create the feel of being outside using technology if you really wanted to.
