You heard wrong. Non-medicinal marijuana is illegal per federal law.

Tax stamps are state specific, and are almost non-existent. You don't pay them with weed silly, you pay them with cash.

I remember one time I was convinced somebody else was in the house with me. The landlord was on vacation and my room mates had left to go to one of their mom's houses.
